I just finished writing my business plan, and I have heard that the government has subsidies and loan options for entrepreneurs seeking to start a business. Any help would be appreciated.

The Small Business Administration has a loan guarantee program which you may qualify for. You can get information about the program from your local banker.
You may be qualify for a state or local government subsidy, but given the lack of money at the state and local government levels you will probably find that even if you qualify they don’t have any funding available at this time.
The federal governmet grant activities to individuals and small business tend to be limited to research grants concerning areas of interest to the granting agency.
